Are you playing on WiFi, ADSL or cable? I have fiber internet and my latency never fluctuates so much and the variation is in the number of 10, not 100-200. So on EU it's 35-45 and on RU it's 90-100.

Chandrian:I think that the melee animation is too short, especially because you don't stop sprinting when you press the melee button and can kill like this effortlessly oblivious enemies from behind who are engaged in combat. This is very abusable by light armor users with an active Spring artifact. It's not uncommon to see killstreaks of 7+ melee kills from light armor users in close quarter maps like Fort.
Maybe it should make a stabbing sound at least? Spend stamina? Interrupt sprint? Not deal full damage with 1 hit? Something like that to balance it a bit.
Not even in CoD you can make 3-5 melee kills from behind in 3-5 seconds, and in that game the knife animation is famous for being OP and easy. There and in Battlefield you have longer finishing animations (that can even be countered or a teammate can save you from dying).

On a side note, some players are pointing out that melee range is much bigger after the animation was updated, with crazy distances of 2-5 meters.
